He reviews and streamlines logistics operations, focusing on aspects such as staffing appointments and partnerships with health care insurance providers, implements data-driven strategies to improve patient outcomes, and overall fosters a culture of continuous improvement and employee empowerment.

Mr. Pagisishan’s success in the care-at-home industry represents a natural evolution from his technology background toward creating a tangible, human-centered impact. Early in his career, during which he also served as a research and design engineer at Belkin, having developed telehealth solutions that connected patients with care remotely, he recognized an opportunity to bridge the gap between digital technology and direct, in-home health care delivery. Driven by a deep curiosity about its inherent complexities and a passion for simplification, he saw Care at Home as the perfect intersection of his technical expertise and desire to make health care more accessible and understandable for everyday families.

Additionally, Mr. Pagsisihan has positioned himself at the forefront of industry lobbying efforts and initiatives that have reshaped how Americans receive care, especially through his influential work with the National Alliance for Care at Home. His leadership in the field extends to state-level transformation through partnerships with the California Association for Health Services at Home and Cal Hospice, where he champions policy changes that make quality health care more accessible and affordable to consumers. He has also served as a Health Care Coalition representative for the Home Health and Hospice – LA County EMS Support for the L.A. County Department of Health Services since 2010, and is a founding council member of the Los Angeles County Emergency Management Council. Over the course of nearly 30 years, his steady track record of building bridges between regulatory bodies, industry stakeholders, and health care innovators demonstrates the kind of visionary leadership that forward-thinking organizations seek when looking to navigate the complex landscape of modern health care transformation.

As a testament to his dedication and call to action, Mr. Pagsisihan emerged as a great leader in the face of the COVID-19 pandemic and the Los Angeles fires of 2025. When traditional systems strained under unprecedented pressure, he spearheaded collaborative initiatives that brought together government agencies, local organizations, and private sector partners to ensure uninterrupted care for the most vulnerable populations. Working closely with the Los Angeles County HealthCare Coalition, he helped develop agile response networks capable of delivering essential housing, medical supplies, and protective services—at the heart of it, a passionate, community-centered care that made for genuine community building and established sustainable partners for disaster preparedness and response nationwide.

This commitment to community service runs in Mr. Pagsisihan’s family DNA, a tradition of giving back that he absorbed from a young age. In his spare time, outside of his primary endeavors, he volunteers frequently and visits children’s hospitals with his therapy dog. Already established in his career, he bolstered his credentials by earning a Bachelor of Science in electrical and computer engineering from California State Polytechnic University in 2005 and later continued his education with an Executive MBA from the University of Southern California’s Marshall School of Business in 2019.

Armed with a certification as a Home Care and Hospice Administrator, which he attained in 2010, he envisions himself in the future at the forefront of a health care revolution that places the patient’s home at the center of quality care delivery. His general mission is to expand access to comprehensive home-based medical services, bridging the gap between traditional health care settings and the comfort of one’s own environment. He strives to not only change where care happens but fundamentally improve how patients experience healing, how providers practice medicine, and how the system serves the communities that need it most.
